56. Given the overcrowding and growing need for public housing, it is important that society determine the types of public housing needed in Nunavut. We found that the group had identified the necessary forms of housing accordingly. According to the government, Nunavut needs 3,000 housing units to meet current demand. More than 4,900 people are currently on waiting lists for public housing. 104. We found that while the group`s business plan contained the priorities set out by the Minister in his waiting letter, it did not contain performance measures directly related to the objectives of the program. For example, the public housing program aims to „increase the number of adequate, adequate and affordable housing units in Nunavut.“ We found little evidence that measures were developed to assess the adequacy, suitability and accessibility of housing in Nunavut. 18. Community partners must use the following elements for each application for public housing (Figure 1): 113. We found that the group did not have a long-term strategic plan. Managing its own programs is a major challenge for the group.
Since joining the Delivery Trust Trust Delivery Strategy, it is more important than ever to have a strategic plan out of how it plans to cover the long-term housing needs of Nunavut residents with the financial and human resources at its disposal. 34. In accordance with their agreements with the Corporation, Community partners are required to inspect and report on the condition of each unit each year, using the company`s maintenance management (MMP) program. They are also required to use the company`s maintenance and management operating system to report regularly to the Corporation all interviews they have conducted. The objectives of the MMP are to contribute to the provision of safe housing and to the protection and preservation of the company`s assets through regular maintenance and repairs. We interviewed management and employees at company headquarters and in the district offices and community partners we visited, and we checked the documents for information on the systems and policies and procedures available to manage and implement the company`s public housing program and the Housing Trust Delivery Strategy. 22. As a result, for at least 71 of the 80 files, we were unable to determine whether these applicants were eligible for public housing. „I have health problems and my granddaughter does, and my main concern is me and her,“ Ekho, who is dependent on public housing, told CTV News. 110. We found that community partners need to include more documentation in the files to support their attribution decisions. We also found that community partners did not fully comply with company guidelines for applying eligibility criteria and assessing points, assigning units, or assessing the physical fitness of units.
In addition, the company has not committed to evaluating its community partners, which is an important monitoring activity as part of the agreements between the company and community partners. 14. The company`s public housing programme is implemented by 25 Community partners, in accordance with agreements defining the roles and responsibilities of the company and the community partner. Its partners include local housing companies (LHOs) in 21 municipalities, a housing authority in Iqaluit and three hamlets that run the housing programme. Each partner in the community has an equivalent board of directors or board of directors. They also have the management and staff responsible for housing services and the daily provision of public housing activities in their commune.
